Emerging Trump Doctrine Identifies The Continent's Fundamental Problem: A Supposed Lack of Racism?

During his first term, analysts often suggested that Donald Trump's statements should be interpreted earnestly rather than literally. However, subsequent events suggest that that formula could have got it backwards.

A recently unveiled U.S. National Security Strategy coupled with a series of statements from U.S. figures, Trump proxies, and the former president have sparked potentially one of the most profound challenges for transatlantic unity, the doctrine that has underpinned stability and freedom in Europe since World War II.

From Financial Contributions to Cultural Anxiety

Whereas Trump's earlier complaint centered on Europe's perceived refusal to fund its own defense, his vision has now embraced a significantly more disturbing outlook.

Tinged with racial prejudice and a staggering disdain for Europe's governing bodies and elected leaders, he has issued warnings about the risk of civilizational erosion on a continent he barely knows and mostly viewed from the interior of a luxury vehicle.

A conspiratorial Maga perspective, which has shaped contentious U.S. immigration and policing policies, now appears to be informing the administration's understanding of Europe.

From this vantage point, migration from developing nations causes a cultural dilution of European countries, making them "weak" under "foolish" leaders and setting the stage for their demise. It constitutes an openly xenophobic ideology, with the president's allies making clear their support for nationalist political parties across Europe.

Although the general thrust of Trump's racial rhetoric is not new, its specific implications for the continent's defense are critically important.

For Trump and his adherents—including billionaire Elon Musk, who has called for the breakup of the EU—all politics is inherently transactional. However, while the previous argument was about financial fairness, the new claim is that a decadent Europe is undeserving because of its embrace of diversity.

Weakening from Within

During the conversation, Trump joins these ideas in a kind of rhetorical loop. He concedes that Russia's Vladimir Putin wants a divided Europe. Trump proclaims Europe to be weak, and in exposing the rifts in Washington and European capitals, he objectively helps Putin by further weakening European cohesion—while simultaneously denying any responsibility.

This dynamic is playing out at perhaps the most critical moment for Europe since WWII, with a brutal conflict in Ukraine and rising Russian-hostile actions across the continent.

As European nations draw closer to Kyiv facing persistent threats of U.S. withdrawal, the peril is that Trump has constructed a justifying narrative for ignoring European leaders.

Reactions from Allies

This situation requires a firm reaction from capitals across Europe. Although certain figures, including German Chancellor Friedrich Merz, have been blunt in their rebuttals, others—like British officials—have continued with a strategy of attempting to appease the White House.

On Tuesday, a Downing Street spokesperson declined to push back on the president's remarks about Europe or his latest criticism on the mayor of London.

They said, "The Prime Minister has a productive partnership with the U.S. president and a good working relationship with the London mayor, and is focused on working with both to achieve better outcomes for the people."

The undeniable truth is that the president intends his words and repeats them consistently. It is past time to abandon the pretense otherwise.
